Note: You can only do any of this stuff if you have bureaucrat rights.

How to make New Users

1. Go to: Special:UserLogin
2. Make an account for the editor. Don't forget to change the username and password! Email address must be right.
3. Typically, you do this by leaving password blank, and verifying username and email with the user -- the system automatically sends them a random password at that email address and everything should work after that.

How to make a user able to make new users

1. Go to: Special:UserRights
2. Enter the user name.
3. Click on the box next to "bureaucrat" and then hit submit.

You can also make a user an Admin this way, but that will instead let them delete and lock pages.
